To answer the OP's question, I believe it's because American's love to load their hotdogs with toppings. We love our condiments.

I don't want to act like I'm the person who has the ability to define what hot dogs look like in France, but after having been there, I never saw one like that. The hot dogs that I did see were available in several different pastry shops and looked like this:

It looked like you could get them at room temperature. I never saw anyone buy one.
