Should medical insurance pay for expensive hip surgery for a severely retarded kid?

I have a friend who has a suuuper-retarded teen... The kid is severely retarded, has never spoken a word in his life, and has to wear diapers 24 hours a day...He knows about 6 different "hand signals" to communicate, otherwise he just grunts like Frankenstein when he wants someones attention...... His condition causes a vast array of medical issues, almost all of which incur substantial costs in medical treatment ... His life expectancy is somewhere in his 20's... His newest dilemma is his decaying hip-sockets (common with his type retardism).

The question is, couldn't this expenditure be better spent on someone that could really benefit from it?? What's the advantage of expending $150k-$200k in costs on a person that (for all intents & purposes) isn't even cognizant of their own existence ... I 'get' that there's an emotional component for the kids family, but whether or not he maintains his mobility isn't gonna change the fact that he's an adult baby (and always will be)....Why not buy the kid a wheelchair, and then approach the parents & insurance company involved about having them donate the cost-incurrence to a needy kid that has a viable future???? ...

Ethics & political-correctness aside: Would this not be a smarter, more reasonable way to proceed?
