That is definitely trickier to figure out and must admit I really have no solid opinion on it. I don't like it but exceptions are sometimes lawfully cut from our legal protections, though I don't know if that was done in these cases. Kind of like how cops are made privy to an increase in electricity usage and can use that to get a search warrant; How are the cops able to access that information without cause other than you have used more electricity than what is considered "normal".

The difference is that when a private citizen who is not famous goes to the grocery store no one is taking pictures of him. The tabloid media are not stalking him and waiting outside of his apartment for him to emerge. So there is not only an expectation of privacy but very little worry of the tabloid media invading your privacy.
For celebrities it is different. They are photographed in their own houses through the windows. Kate Middleton was photographed from miles away while she was at a private resort. That's what this law would protect against. It would afford public figures the same expectations of privacy as people who aren't public figures. It levels the playing field.
This opens the way up for more restrictions on photography and surveillance. I'd like to see this spread to the rest of the states. Get the tabloid media off of the streets and not harassing people.

You are an idiot. So if someone is born famous they deserve NO PRIVACY? If you are born a child of a famous parent then the media can harass you 24/7 and invade your personal life for their own sick pleasure? Your life has to be public at all times with no privacy or solitude because you were unlucky enough to be born with well known parents? So everyone born into famous families has to be equaled in media harassment to Paris Hilton?
If you are a famous actor then no one has the right to know your personal business. Same thing with a musician, painter, writer, and anything else that is high profile. Unless you are running for office and your platform involves personal issues like marriage, family values, and abortion, you have the right to privacy.
You sir are naive. There are many children of celebrities we never see or hear about because their parents don't use them for publicity. The ones we do see and hear about usually have had their privacy sold out from under them by their parents.
Once again, in your own home or private property you should have that privacy but once you step outside those zones you are in public and privacy is no longer applicable.

i don't think it should be legal to photograph somebody who is inside a home through their windows. if they're outside it should be fine.

Again you are being an idiot. You seem to have major issues with successful people who are public figures. You have a preoccupation with exposing their personal lives and causing them stress. Jealousy? Rage? Family issues? No reason for you to invade their privacy nor the tabloid scum. Your life won't suffer that much if the tabloids are shut down. You can always watch reality TV for your fix.
The tabloids who stalk the children of famous people are just as sick as the media members that were flying helicopters around Sandy Hook Elementary trying to catch pictures of the bodies of the children. It's nothing newsworthy but you can make money exploiting children and ruining people's lives and privacy. What a worthwhile occupation. What a great thing to do with your life.
My only issue is with public figures who think they can use the press when it suits them then cry bloody murder about their privacy when the press uses them back. Nothing is stopping anyone from filming us constantly in public (Shit, the government in some places already does that) but for the fact we chose to remain anonymous.

They aren't using the press. It is a mutual relationship. When an actor goes on Jimmy Kimmel Live the actor and Kimmel are getting benefits. The actor promotes his film. Kimmel gets a guest to fill time or maybe an exclusive interview. There's nothing parasitic going on. And both parties are opting into that relationship. No one is forcing that celebrity from going on Kimmel. When an actor gives his wedding photos to a magazine he is doing it on his own.
Now when the tabloid media harass that same actor when he's taking his kids to the park...how does he benefit from that? When he's driven away from the grocery store, hospital, elementary school? When his kids can't life a normal life because the tabloids rape their privacy? How are those kids benefiting at all? Just the scum in the tabloid media are.
You don't have to worry about that. Why? Because you're a nobody. No one is stalking your children. No one is stalking your house and taking pictures of you through the windows. And if they are? You call the cops and they go to jail. But when a celebrity calls the cops....you want them to suck it up because it's part of being famous? You're insane.

I'm not in any way defending the shitheads with cameras who stalk celebrities, but....
In this day and age, EVERY person who enters the celebrity world knows exactly what they are getting into. There are trade-offs in every facet of life... In the case of a Hollywood actor, he/she gets to make a few million dollars for 3 months of 'work' and in exchange, they are going to lose their privacy. It doesn't matter if its right or wrong...its just the way its gonna be. If they don't like it, they can stay home in Iowa and act in their local community theatre troupe.
In the case of Steven Tyler, he could have banked his cash years ago and run off into the sunset. It was his choice to continue to dress like a teenage girl and be a judge on American Fucking Idol. What did he expect?
The measure would allow celebrities to sue anyone who "attempts to capture, in a manner that is offensive to a reasonable person, any type of visual image, sound recording, or other physical impression of the plaintiff engaging in a personal or familial activity on land owned by the plaintiff."
