Access to banks is a problem for people who have poor credit, write bad checks, etc. Bottom line: Access to banking is more of an access-to-money problem. I don't know the details about banking if you are an illegal alien. But the bottom-line is this: The banks don't turn people away because of their color.

Aside: That thing Carolla says about waste and, using the bathroom lights example, totally with him. It drives me crazy to see bathroom lights left on. My wife and I had issues early on with her keeping lights on or running more lights than necessary. It's certainly brighter when she is around, so I've compromised on stuff. But it will keep me up if I haven't checked to make sure she put the lights out except for the nice LED light in a lamp in the living room.
