can a car run in cold weather without a radiator fan?

snow blew up under my car (vertical wind and snow ftw) and my engine bay was full of snow.
like packed.

so I cleared it all out and turned the car on, no problems.
except the radiator fan isn't turning.

its cold out, about 40.
safe to drive you think?

heres an oddity: when it was still cold, I took the radiator cap off and it splurted everywhere
doesnt seem right

radiators are sealed under pressure now. if you pull the cap its like opening a bottle of warm club soda and it spurts a little.
