I remember being taught that in a title of any kind, you capitalize everything except "and", "of", "a", and "the" (as long as one of those is not the first word).
For example...
Lord of the Flies,
To Kill a Mockingbird,
Romeo and Juliet...

So in this case Lever got his grammar correct. Though he probably didn't realize it... nor did he actually do it "intentionally" to draw any kind of "retarded" response.
