How come the smartest people in the world choose to go to college in California, Massachusetts, etc.... but not to schools in Iowa or Texas?

People also choose to get educated in Britain (Oxford, Cambridge, etc).. That doesn't mean they're going to set up their business in their oppressive tax system ... Education systems & business-climate are not synonymous with each other.
