It's his schtick. He's stuck in a costume he created for his public persona decades ago and he's comfortable in it or, like Howard's hair system, doesn't know how to escape from it.

He's wearing those "old age" heavy elastic stockings....to cover his purple legs...(veins) VERY disturbing character...

...I just remember he used to be a regular guest on the show bringing Howard's daughters Barbie Dolls and REALLY into the Barbie thing....
and he named Howard's Daughter Ashley....
that's how close he was to Howard & family!

He needs to retire .....
