Hans Landa: he was the best villain because he was not one dimensional like Batman's Joker. Landa was a normal man who did evil things for Machiavellian reasons; I think people who choose to do evil are far worse than characters who just are evil because they can actually exist in real life.

I voted for Lector... but technically Buffalo Bill was the villain in Lambs. Jame Gumb would be a better option.
