From what I've read, over the past twenty years, ever since the riots they have gone out of their way to improve and they have gotten better in some ways, but it's still a large police force, you'll always have some knuckleheads.
They deal with the most anti-social group of people in the US on a daily basis. I think they should all be given assault weapons to drive up and down the streets of South Central LA blasting away

More than 70 police officers either assigned to or associated with the Rampart CRASH unit were implicated in some form of misconduct, making it one of the most widespread cases of documented police misconduct in United States history. The convicted offenses include unprovoked shootings, unprovoked beatings, planting of false evidence, framing of suspects, stealing and dealing narcotics, bank robbery, perjury, and the covering up of evidence of these activities.[1]

Kelly Thomas (April 5, 1974 – July 10, 2011) was a homeless man diagnosed with schizophrenia who lived on the streets of Fullerton, California. He died five days after an altercation with members of the Fullerton Police Department on July 5, 2011. After paramedics treated the officers first for their minor injuries,[2] Thomas was taken to St. Jude Medical Center before being transferred to the UC Irvine Medical Center, where he was comatose on arrival and not expected to recover. He never regained consciousness, and died on July 10, 2011.[3]
Medical records show that bones in his face were broken and he choked on his own blood.[4]
