I'm not an expert but I'm pretty sure that EOO is bipolar. He exhibits many of the bipolar symptoms including pressured speech. His "trademark" persona is basically a bipolar pressured speech. https://en.wikipedia.org/wiki/Pressured_speech

Elliot was funny for a few mins at a time on the show, otherwise he's an annoying kike.
