I think it was already announced in this news clip where Fred is interviewed about heading up a "team of writers".

The whole renewed energy thing started early/mid-last summer (probably about the time the crappy AGT ratings were a trend, not a fluke).

That informal approach didn't get the results and Howard is now very desperate to improve the show (even though he was cruise control the 1st 2&1/2 years of the new contract).

Reading between the lines over the past months, the staff is sick of being asked to do more after being allowed to fuck off for 2&1/2 years. Initially the new "creative" meetings were a novelty, not a nuisance.

Now that they are being asked to do even more (old work plus new tasks, hours, days, etc.), Howard needs to explain to them what it is for. He said something about using "an interpreter" last week.

Basically it is a meeting to communicate why Wigward will still only be there 3 days a week and maybe increase his minimal effort by attending a meeting or two, but the all the rest of them have to bust their asses.
