I think ABC, NBC, and Fox all have a piece of Hulu. I just checked and the Following is on Hulu. 44 min for ep 2 so there's far less commercials.

No difference. If you pay for Hulu you can stream to tablets and so on otherwise just computers for free. Either way you get commercials. Hardly any though.
