Howard gets a show budget from Sirius. Howard decides how to use it and pays the staff with it.

This means that JD, Sal and so on all have to negotiate their sucky salary with Tim. That is his real job.

I get the sense that this was addressed with the new contract.

I remember Howard whining for a few days that if he fires anyone they'll take it out of the budget and he mentioned Artie in an off hand manner. I took it to mean that Buchwald put a budget number in their counter offer and they shot back by removing the amount of Artie's salary from that number. Probably the last time I laughed at the show.

The funny thing is that Sirius could fire Benjy, Gary, Robin and Fred. They are hired directly by Sirius.

The rest are Sirius employees payed by a show-budget that Howard manages. In Howard's contract it is stated that he have 100% creative control so Sirius cant fire Tim or anyone else.

Thats why Artie is the only one gone from the show. Sirius didn't extend his contract.

Somehow, perhaps through 112, don buckwald cuts the checks to the fab 4. This came out because gary said he doesnt have his paycheck directly deposited because their agent who pays them, doesnt offer that.

Well, yeah, that's the whole point. Sirius is obligated to fund the budget by contract with 112 Productions. Howard decides how it's allocated. His salary can easily be classified as budget.
