If he was caught using drugs inside the Sirius building it would explain why Sirius did not extend Artie's contract.

This is another example where Howard lied. Just like Robin. Artie was just gone. "Sirius management wanted him to take some time off".

At least later Howard could have come clean.
"Artie was caught using drugs. Sirius gave him an ultimatum. Artie refused rehab and he was not re-newed".

"Brendan turned evidence to IRS about the 15 foundation. As a part of her plea deal with the IRS she is in house arrest"

sorry, this time howard was right. it is artie's story to tell. howard keeping artie on at the show probably gave him some structure....if howard fired him, he woiuld have tried to off himself earlier.
artie is a junkie. artie alone, is responsible for his actions up until the day he's had enough of the pain and decides to be serious about his recovery. we have to do together what we can't do ourselves.
