Is there any independent confirmation that they wanted to give Howard a star but he turned it down? It sounds like another one of his lies about things he was invited to do. I don't think he has to worry about Jimmy inviting him to the ceremony or anything else. Jimmy knows Howard would just try to hog the spotlight and he doesn't need Wiggy anymore now that he's hanging with real A-listers.

I wouldn't doubt they would give Howard a star if he petitioned them for one. They will give them to anyone reasonably famous whose fan club agrees to pay for the installation and yearly upkeep of it. The reason Howard doesnt have one is simple. It would cost him some marbles. I have no trouble believing if they wanted to give the amaaaaazing one a star he would be all for it.
No, not really. They turned down Kim Kardashian. They don't consider reality stars stars. They told her come back when she gets some acting roles under her belt.
