Absolutely! Howard is sucking up most of the Sirius budget and rest of the hosts and content producers are getting a pittance compared to what Howard is getting. And Howard is simply not pulling in that many new subs and his ratings are too low to justify the expense. Rest of the Sirius shows simply cannot grow with a reduced budget so they just linger there like zombies.

The whole content strategy at Sirius is wacked and they'd have better success if they followed a different strategy.

Maybe not. He's close to retirement so his pension (he is in a union) and social security (while it lasts) will kick in. Plus he was able to show some dignity and throw Shuli's money back in his face.
