Howard NEVER pays anything. Just look at Ronnie. Howard managed to get Sirius to pay for 24/7/365 limo service. And Howard don't care about how much money Ronny manages to "steal" from Sirius.
Only when Howard's own money is on stake he becomes like a mad dog (Jackie situation, when Jackie wanted 5% equal of Howard's new affiliate bonus)

First time I saw a picture of Ralph I asked if Howard had a brother. Howard also said back on Kroq that Ralph would never have to worry about money. I think Ralph found out the truth from his mother and that's how he got to the positions he's had.
