Ralph is like one of those strange animals you see on nature shows. They somehow find a way to climb on the back of a much larger animal and leech off it full-time, getting scraps of food and keeping away flies or something.
He's a survivor, but the luckiest and laziest one alive. But after Howard retires, Ralphie will be giving handies for a fiver if he's lucky.
I still say Ralph is Howard's illegitimate brother. Ben TOLD Howard to get a woman on the side instead of divorcing Alison. Ben would only suggest such a thing if he had been in that same situation. Most fathers would say the opposite. Be a man and divorce your wife if you want another woman. Then there is the fact that they both look almost identical.

Howard don't pay anything. Its Indemand/AGT that pays Ralph.
Howard NEVER pays anything. Just look at Ronnie. Howard managed to get Sirius to pay for 24/7/365 limo service. And Howard don't care about how much money Ronny manages to "steal" from Sirius.
Only when Howard's own money is on stake he becomes like a mad dog (Jackie situation, when Jackie wanted 5% equal of Howard's new affiliate bonus)
The same with Ralph. He makes a good living from Indemand/AGT.
(AGT/Indemand also pays Howard's wig lady Tony that works every day with Howard)

It was common in 18th century England for a master to keep his mistresses housed and fed, even after they had aged and were no longer of use to him. It kept their tongues in check.

That's just an accounting trick. It's all comes out of Howard's deal - it's just money they were willing to give to Howard as salary to close the deal.
It's no different when a company pays for an employee's health insurance - it is just money they were willing to pay as salary.
