If they don't make enough to pay any tax that is fine but they should not receive another bonus on top of all their other benefits just because they don't make enough to pay any taxes.

Why not? Earned income tax credit is already a bonus. It's not in place because of pity; it's there because it makes a shitload of economic sense. And so would arguably many other types of aid for these people.

So, what's your reasoning? Got anything else other than the conservative intuition of solving stuff by punishing people?

That's what conservatives say their intuition says, but are they being truthful about their feelings? The thing is, no one ever admits to having dubious motives...

How do you reconcile the conservative fixation for mass incarceration and warfare with their purported small government ethos? It seems to me that their main concern is not so much about the size of government, as it is about good guys (successful people) and bad guys (lazies and bums) "getting what they deserve". In other words, the conservative intuition is to look for solutions that punish (and reward) certain groups of people.
