As a kid I worked at a grocery store and we had people come through with something called EBT cards. It was and remains the replacement for food-stamps. I don't even really know how food-stamps work.

Anyways, for the most part the folks using EBT seemed fairly legit. There were some real sad cases like a Vietnam vet who'd apparently been blown up in combat. He was missing a hand and most of his fingers on his other hand and his walk was messed up. He had a significant amount on his EBT card. There were a few cases of people who appeared to be gaming the system, but they were very few. Some of the messed up stuff about EBT was how soda and ice were covered by EBT. Potato chips, too. But prepared stuff, like a rotisserie chicken, were not covered by EBT. That seemed strange to me.

Probably the best social-welfare program I saw in action was something called WIC. It stands for "women with infants and children." They brought in a ticket that stated what they could get. It might have been a pound of cheese, infant-formula, juice, and milk. It never allowed stuff like chips or other junk foods.
