I think Howard may put himself in a no win situation with Rosie. If the ratings continue to drop at a large rate, he will get a good share of the blame. If the ratings rebound, Rosie is a big enough name that she will get the credit for the rebound, not Howard.

Howard would be better off with C-List talent that if the ratings rebound, he can spin it that it was the Olympics that killed the ratings last year and if the ratings continue to tank that they didn't get an adequet replacement for Sharon.
