I think they're supposed to go under their chin so they won't fly off if it's windy or if they're involved in a foot pursuit.

A little bit of trivia, I used to be a prison guard and in most states prison guards used to have to wear those hats as well. Now they can wear baseball hats, but if you ask for an old school State Trooper hat they will give it to you. I only knew one person that did, and he was fucked with mercilessly but it was pretty bad ass looking.

Schmoopy, since you thought it was funny (even though someone gave me a neg rep for it, oh well) I'l tell you the funniest thing I saw in my one year as a prison guard and the reason I was fired. I was doing my rounds (walking between the cells and looking for anything suspicious) at about 3 a.m. and I saw one inmate giving another a blowjob. You are supposed to tell them to stop, write them up (basically get them in trouble and sent to the hole/segregation) and escort them to your supervising officer's desk. Well, my instinct took over, and I blasted them with pepper spray when I saw it. One of them started screaming "MY FUCKING DICK! MY DICK AHHHHHH!" and the other puked. I was subsequently suspended without pay and began looking for a new job.

I just thought I would reply to this, and say that whoever gave the made up neg story, bullshit. Find someone who worked in the Ohio Department of Corections in the early 2000s and I guarantee they have heard about it. I was pretty legendary for awhile, or so I was told. I went into construction after that and have done that since; I will also say that my resignation was a matter of public record, and if you REALLY want to check it those documents are publicly available.
