Well yes, I have read most of it. I say most of it because there are sections in the booklet that you do not need to read if you understand other parts of the PDF.

I am not exactly sure where the funny part is to reading and understanding the budget proposal.

It states in numerous locations where he wants to either make cuts, change several sections, etc....all of which answer your "He just wants to tax" point.

as an example, since you're saturated with grape Kool-Aid, if you were making $50,000 a year, and were promised $60,000 for Year 2, but had to settle for $55,000, would that be a $5,000 raise, or a $5,000 cut in salary?

for government folks, that's a $5,000 spending cut, a $5,000 savings, and $5,000 that they can now give to someone who dunks a crucifix in urine and calls it "Piss Christ".
