Having the Senators who want to filibuster actually have to do it would go a long way to moving things along. Currently, someone just has to announce that they will filibuster and it's considered stalled. It used to be that you actually had to stand there and argue your case

there was a time when senators were experts at actual filibustering. lately they've lost their self-pride: one even resorted to reading the white pages into the record.
