Update:

The bully finally called from Walmart. He made it halfway to his grandmammys, almost 15 miles.
His mother picked him up with her latest boyfriend...
When they got home the boy, the mom, the boyfriend, the biological father, my girlfriend, the other two boys, and the grandmother had a brouhaha in the front yard.

Before the bully ran away he apparently tore the house apart; he broke all the computers, Xbox, and the LCD.
