I lived in a dorm room at college where the heat got up to about 58-60 degrees no matter what temperature we had it on. I told the RA, who was responsible for turning in a work order to maintenance. She walked in our room and said condescendingly, "Oh, there's nothing wrong with this; I sleep in in this temperature all the time" and walked back out. I called maintenance myself and said the RA refused to submit a work order. They sent over a maintenance guy who found a blockage and had to rip out and replace piping. He told us the only heat we were getting was coming in from under the door from the hallway. When I told the RA about this, she stared at me vapidly, did not say a word, and went back to whatever she was doing. No acknowledgment, no apology.

So I finally figured out why my apartment has been so cold since I moved in like 3-4 years ago. My radiator was turned off, I survived 3 winters at least with no heat. Finally I opened up the radiator and turned it on and bingo I have heat. This is very strange because I do not understand ,why when I moved in, I was not told I would have to turn the heat on myself. I am glad I managed to turn my heat on for the cold winter approaching.

A non stupid person would have called the super the first cold day that they didn't have heat (4 years ago) and ask why.
